  • Copies of commercial registrations of the participating entity in at least three regional or international markets, certified by the Saudi Embassy.
  • Financial statements for the most recent fiscal year of the applicant company, certified by the Saudi Embassy.
  • Articles of incorporation of the foreign parent company applying for the license, certified by the Saudi Embassy.
  • Copies of ID cards for GCC partners or residency permits for resident partners.
  • National Address certificate.
  • Copy of the Saudi partner’s National ID.
  • Copy of the foreign investor’s passport.
  • Company incorporation contract specifying ownership percentages in accordance with the law.
  • Capital determination according to the minimum allowed based on company type.
  • Address and contact details for each partner.
  • Official power of attorney if applying through a legal representative.
  • Payment of statutory fees according to the approved amount and duration, if applicable.
  • Contact details including email addresses, mobile numbers, and telephone numbers in the company’s home country.
  • Any additional documents related to the nature of the business activity.

Terms & Conditions

  • Verification that the investment activity meets all requirements and is not listed among activities prohibited for foreign investment.
  • At least one Saudi partner must be included in the investment license.
  • Ownership percentages must be defined in accordance with the Foreign Investment Law and permitted activities, provided that the Saudi partner’s share is not less than 25%, as per the minimum requirement based on the activity type.
    (Holders of Premium Residency are exempt from this requirement.)
  • The company’s capital must not be less than SAR 27,000,000.
  • Full compliance with Saudi commercial and investment laws and regulations.
  • If any partner has previously been licensed by the Ministry of Investment, this must be disclosed when entering partner details during the application process.
  • Submission of identification data (Saudi National ID / Premium Residency / Residency Permit), if applicable, or commercial registration details of participating Saudi companies during application submission.
  • Payment of applicable government fees within the specified timeframe, if required.
  • Availability of a National Address for the company.
  • Opening a bank account within the Kingdom in accordance with Saudi banking regulations.
  • Availability of all required data, such as:

    • Company, partner, and manager email addresses

    • Absher-registered mobile numbers
    • Phone numbers
    • Specification of commercial activities
    • IDs of partners and managers
    • Company address (region, city, etc.)
